The Food Opportunity Evaluation Framework

LEVEL 1 — MARKET REALITY FILTER

1. Market Size

Is the category already large enough to sustain commercial operations? Small niche categories may create noise but not viable plant utilization.

2. Growth Rate

Is demand rising, stagnant, or declining? Fast-growing categories attract investment, talent, distributors, and innovation.

3. Consumer Stickiness

Is this an occasional fad or repeat consumption category? Many “Instagram foods” disappear quickly.

4. Price Realization Potential

Can the product command premium pricing or is it commodity-driven? This determines margins and branding scope.

LEVEL 2 — TECHNOLOGY & OPERATIONS FILTER

5. Technology Complexity

Is the process simple, moderate, or highly sophisticated?

Higher complexity increases capital, dependency, and technical risk.

6. Raw Material Stability

Will the required raw material remain available consistently in quality and quantity?

7. Shelf-Life Demands

Short shelf life means higher logistics pressure and wastage risk.

8. Cold Chain Intensity

Does the business collapse without refrigeration support? Cold chain dependence dramatically changes project economics.

9. Energy & Utility Intensity

Some technologies consume huge electricity, steam, water, compressed air, or fuel.

10. Skilled Manpower Dependency

Can average operators run the system, or does it require specialized technicians?

LEVEL 3 — BUSINESS ECOSYSTEM FILTER

11. Farmer Linkage Potential

Can farmers directly participate and benefit? This is critical for Food Park legitimacy and sustainability.

12. Startup Friendliness

Can small entrepreneurs enter at low or modular investment levels?

13. Supply Chain Compatibility

Can the product move efficiently through existing mandi, retail, export, or e-commerce systems?

14. Branding Potential

Can differentiation and storytelling create additional value?

15. Export Potential

Does the category have international demand or diaspora pull?

LEVEL 4 — RISK & SUSTAINABILITY FILTER

16. Regulatory Burden

High compliance sectors can become nightmares for startups.

17. Waste Generation & Disposal Risk

Food processing can silently become a waste-management business.

18. Food Safety Risk Sensitivity

Some categories are extremely vulnerable to contamination or recalls.

19. Climate Vulnerability

Will climate change affect raw material availability or processing viability?

20. Technology Obsolescence Risk

Could the technology become outdated within 5–10 years?

LEVEL 5 — STRATEGIC IMPACT FILTER

21. Employment Intensity

Does it create meaningful jobs or only automated throughput?

22. Cluster Synergy Potential

Can one unit support another through by-products, utilities, packaging, logistics, etc.?

23. Circular Economy Potential

Can waste streams become inputs for another business?

24. Scalability Potential

Can the model grow from local to regional to national scale?

25. Strategic Relevance to Future Food Systems

Will this category remain relevant in the future food economy?
