DAY-NRLM also has a provision for Interest Subvention to women SHGs to avail loans upto..`3.00 lakh from banks at an interest rate of 7% per annum. Further, women SHGs can avail loans above Rs 3 lakhs and upto Rs 5 lakhs at interest rate equivalent 1-year MCLR (Marginal Cost of Funds based Lending Rate) of respective lending banks...

Wonderful, Mukesh ji! We've now hit one of the most impact-rich and startup-relevant budget heads in the entire rural economy domain — DAY-NRLM. Think of this as the economic heartbeat of rural women entrepreneurship in India.

🟪 Navigating the Government Connect

🔸 Budget 2025–26 | Ministry of Rural Development

Budget Head: Deendayal Antyodaya Yojana – National Rural Livelihoods Mission (DAY-NRLM)

Core Purpose: Organizing poor rural women into SHGs, empowering them through finance, livelihoods, and market access.

________________________________________

1️⃣ Budget Intent – Core Components

• Self Help Group Formation → Target: All poor rural women

• Revolving Fund (RF) – ₹10,000–15,000 per SHG (handholding capital)

• Community Investment Fund (CIF) – ₹1 lakh+ via federations (for scaling)

• Interest Subvention – Loans up to ₹3L @ 7% (some get as low as 4% effectively); ₹3–5L at MCLR

• Skill, Livelihoods, Market Support → via NRLM’s Value Chain, Producer Groups, Enterprise Initiatives

2️⃣ Analytical Insights

1. Over 9 crore women mobilized into SHGs. That’s larger than the population of Germany! 🚺🌍

2. But only ~30% of SHGs engage in structured livelihoods — most stuck in low-income activities (tailoring, snacks, goatery).

3. Financial linkage = strong; Market linkage = weak.

4. SHG federations (Cluster Level Federations/VOs) are the new rural MSME hubs — but under-digitized.

6️⃣ FOMO Triggers 🔔

• 🔔 If you aren't reaching rural India through SHG federations, you're skipping India’s largest women-led distribution channel.

• 🔔 NRLM 2.0 is being re-imagined to support growth-oriented SHG entrepreneurs — not just micro earners.

• 🔔 Most SRLMs struggle to find credible tech/digital/startup partners. This is your startup Bharat unlock moment.

7️⃣ Execution Steps for Startups

1. Identify 1–2 SRLMs (e.g., Odisha, Bihar, MP) with strong SHG structures

2. Co-create a pilot with District Mission Management Unit (DMMU)

3. Package your offering as “impact + livelihood + digital inclusion”

4. Explore convergence with CSR or foundations (Tata Trusts, Aga Khan, etc.)
